Romania surpasses EU average in public administration digitalization with 20% growth – insights from HumAInity 2025
Romania has recorded a 20% increase in the digitalization of its public administration, double the European average, according to data presented by Dragoș Cristian Vlad, President of the Authority for the Digitalization of Romania (ADR), at the HumAInity 2025 conference. The event, organized by CareerAdvisor & Portal HR, gathered experts from HR, academia, and technology to explore the intersection of artificial intelligence, ethics, and leadership.
Vlad noted that the main challenge of digital acceleration is not technology itself but the adaptation of people and institutions. He emphasized the need for human-centric transformation, where openness to digital tools becomes as important as the tools themselves.
Dr. Andrei Stupu, Fulbright doctoral researcher at Harvard, highlighted the need to balance knowledge, morality, and technology. “Intelligence is, in essence, the ability to connect things – to link emotion to reason, feeling to intuition, and what is not yet to what could be. That is what makes us truly human,” he said, stressing that AI performance must be complemented by empathy and ethical reflection.
Emotional Health Expert Domnica Petrovai discussed the psychological pressure and isolation faced by leaders in the digital era, advocating for emotional self-regulation and conscious presence. “We cannot lead if we are disconnected from ourselves,” she stated.
Concluding the conference, organizer Mădălina Uceanu emphasized that the real value of AI emerges when algorithmic efficiency is combined with human empathy, judgment, and creativity. “True success lies not only in adopting technology but in integrating it responsibly, with care for its impact on people and organizational culture,” she said.
The first edition of HumAInity featured notable speakers including Radu Hanga (BVB), Andreea Stănescu (London Stock Exchange), Ana-Maria Baciu (TOP 250 Women in IP), Victor Kapra (Civilization.ro), Ciprian Todea (AI expert), Luiza Muller and Irina Veriotti (Orange), and foresight strategist Diana Stafie Parfeni.
