Otokar Wins €857 Million Contract for COBRA II Tactical Vehicles in Romania

Global defense manufacturer Otokar has secured a €857 million (4.26 billion RON) contract to deliver 1,059 COBRA II 4×4 armored tactical vehicles to Romania’s Ministry of Defense. Signed in partnership with ROMTEHNICA, acting on behalf of the ministry, the agreement marks a significant step in enhancing Romania’s defense capabilities.

Under the multiannual contract, the first 278 COBRA II vehicles will be manufactured in Türkiye, with the remaining units produced locally in Romania. Deliveries are scheduled to commence in the last quarter of 2025 and will be completed in batches over a five-year period. The agreement also includes integrated logistics support services for the vehicles.

Otokar was declared the winner of the tender in October 2024, following a rigorous evaluation process involving technical assessments, field tests, and financial scrutiny. The tender process, initiated by C.N. Romtehnica S.A. in March 2024, concluded with Otokar’s COBRA II 4×4 platform meeting the tactical and technical requirements set by the Romanian Ministry of Defense.

The COBRA II platform is already in active service in 13 countries, demonstrating its versatility and reliability. Introduced in 2013, the vehicle is offered in over 30 configurations and is highly regarded for its modular design, superior mobility, and advanced protection against ballistic, mine, and IED threats. The COBRA II’s compatibility with a wide range of weapon systems further underscores its adaptability for diverse mission requirements.
